All you need is scissors and a plastic bag.
Read how to cut a continuous strand.

Lay the bag out flat and cut away the bottom. Unfold the side handle folds and cut away the handles.

Turn the tube with the open cuts to the sides. Fold the bottom tube toward the top tube in sections of about 1 1/2 inch. Smooth the air out of the folds from center to the open side cuts.

Cut the folded bag into sections of 1 1/2 inch.

To chain the sections together take one loop (loop 1 from now on). Put a different loop (loop 2 from now on) inside loop 1.

Insert the top of loop 2 (on the left in the picture) through its own bottom loop.

Pull gently on both loops in opposite directions until a knot is formed. Sometimes pulling loop 2 completely around loop 1 will help keep strands from breaking while you chain them together.

After a few chains you can begin rolling the plarn into a ball with a handle in wrapped in the center.  Stick the last chain loop through the handle and pull to tighten.
